Your personnummer is Sweden's master key — without it, you can't open a bank account, access healthcare, or sign a lease. Here's exactly how to get one.

Sweden assigns every registered resident a ten-digit personal identity number — the personnummer. It is not just a tax ID. It is the key that unlocks almost every administrative system in the country: banking, healthcare, housing, insurance, and government services. Getting it should be your first priority after arriving.

What Is a Personnummer?

The personnummer follows the format YYMMDD-XXXX — six digits for your date of birth, a hyphen, and four digits (the last of which is a check digit). It is stored in the Swedish Population Register (folkbokföring), maintained by Skatteverket (the Swedish Tax Agency).

Once you are registered, your personnummer travels with you for life. It appears on your healthcare record, your tax returns, your bank account, and your gym membership. Swedish institutions assume you have one. Those who don't spend weeks navigating workarounds.

Who Qualifies for a Personnummer?

You qualify if you intend to live in Sweden for 12 months or more. This applies to:

  • EU/EEA citizens exercising free movement rights (working, studying, self-sufficient)
  • Non-EU citizens with a valid residence permit for 12+ months
  • Nordic citizens (automatic right of registration)

If you are staying for less than a year, you will be issued a samordningsnummer (coordination number) instead — see the section below.

The Samordningsnummer: Sweden's Interim Number

A samordningsnummer is issued to people who are present in Sweden but do not qualify for full registration — typically students on short programmes, short-term workers, or people whose residence status is pending.

The format is identical to a personnummer, except that 60 is added to the birth day digits. Someone born on the 15th of a month would show 75 in that position.

Key limitations of a samordningsnummer:

  • Does not enrol you in the Swedish social insurance system (Försäkringskassan)
  • Does not give access to subsidised healthcare as a resident
  • Some banks will open accounts with one; most will not
  • Cannot be used to get BankID at most banks

If you later become a registered resident, your samordningsnummer is replaced by a personnummer.

Documents Required

Bring originals — photocopies are not accepted at the counter.

All applicants:

  • Valid passport or national ID card
  • Proof of address in Sweden (rental contract, employer letter with address, or sublease agreement)

EU/EEA citizens (add one of the following):

  • Signed employment contract from a Swedish employer
  • Proof of self-sufficiency (bank statements showing sufficient funds + comprehensive health insurance)
  • University admission letter (for students enrolled 12+ months)

Non-EU citizens (add):

  • Residence permit card issued by Migrationsverket (Swedish Migration Agency) — valid for 12+ months

Employed applicants:

  • Signed work contract stating start date and duration

How to Apply: Step by Step

  1. Use the "Move to Sweden" e-service. Go to skatteverket.se and complete the online pre-registration. This reduces processing time and allows Skatteverket to prepare your case before you arrive.

  2. Book an appointment. Even if you apply online first, you must visit a Skatteverket service centre in person for an identity check. Book via skatteverket.se or call 0771-567 567. Centres exist in Stockholm, Gothenburg, Malmö, and most major cities.

  3. Attend your appointment. Bring all original documents. The officer will verify your identity, scan your documents, and confirm your registration details.

  4. Wait for processing. Standard processing is 4–8 weeks. Some straightforward cases (EU citizens with clear employment) are processed in 2–3 weeks. You will receive a letter at your registered address confirming your personnummer.

  5. Notify relevant institutions. Once you have the number, give it to your employer (for payroll taxes), your bank, Försäkringskassan (social insurance), and your GP clinic.

What You Cannot Do Without a Personnummer

The absence of a personnummer creates friction across almost every Swedish institution:

ServiceStatus Without Personnummer
Full Swedish bank accountNot available at most banks
BankIDNot available
1177 healthcare portalLimited access
Mobile phone contractNot available
Försäkringskassan benefitsNot available
Signing a long-term leaseVery difficult
Library cardOften denied

What You Can Do While Waiting

The 4–8 week wait is frustrating but manageable:

  • Banking: Use Wise or Revolut as a bridge account to receive salary and make payments. Some banks (notably Handelsbanken and Nordea) will discuss options for newcomers in person.
  • Healthcare: EU citizens can use the EHIC card for emergency care. Non-EU residents can access emergency care but will face higher costs.
  • Phone: International SIM cards or prepaid plans work fine in the interim.
  • Housing: A stamped rental contract in your name is usually enough for Skatteverket — you do not need the personnummer first to sign a lease.

After You Receive Your Number

Register with these services promptly once your personnummer arrives:

  • Mina sidor on skatteverket.se — view your tax record and apply for a tax card
  • 1177.se — register with a GP clinic (vårdcentral)
  • Försäkringskassan — register for social insurance (sick pay, parental leave)
  • Your bank — update your record to link the personnummer to your account

Your personnummer is permanent. It does not change if you move, change jobs, or become a Swedish citizen.

Common Mistakes to Avoid

Waiting until you have a home address to visit Skatteverket. You can provide a temporary address (a friend's address, a short-term rental) as your initial registration address and update it later.

Confusing Skatteverket with Migrationsverket. Non-EU citizens first get their residence permit from Migrationsverket (migration agency), then register their address at Skatteverket (tax agency). These are two separate steps.

Assuming a samordningsnummer is sufficient long-term. It is a workaround, not a replacement. If your stay extends beyond 12 months, apply for a full personnummer promptly.
