Buying Alcohol in Sweden: How Systembolaget Works

Quick answer: To buy alcohol in Sweden you go to Systembolaget, the state-owned retail monopoly: it is the only shop allowed to sell spirits, wine, beer over 3.5% ABV, and cider or other fermented drinks over 2.25%, and you must be 20 to buy there (Alcohol Act, ch. 3 § 7 and ch. 5 § 2). Grocery stores can sell beer up to 3.5% (folköl) to anyone 18 or over, and bars and restaurants may serve alcohol from 18. Systembolaget is closed on Sundays, and central Stockholm stores close at 19:00 or 20:00 on weekdays and 15:00 on Saturdays (PK-Huset store, Sergel store).

What Systembolaget Is

Systembolaget is 100% owned by the Swedish state and runs 452 stores plus an online shop (Systembolaget explained). Its stated job is to sell alcohol responsibly without a profit motive, as part of a policy that limits access through restricted opening hours and a limited number of stores. It does not advertise drinks or display them to tempt customers in.

The legal basis is the Alcohol Act (alkohollagen, 2010:1622). Chapter 5 § 2 says that only the state-owned retail company may sell spirits, wine, strong beer and other fermented alcoholic drinks to consumers (Alcohol Act). What Supermarkets Can Sell

The Alcohol Act sets the strength lines (ch. 1 §§ 5, 8 and 9):

• 2.25% ABV or less: a lättdryck (light drink). It does not count as an alcoholic beverage under the Act.
• Beer over 2.25% and up to 3.5%: folköl. A shop may sell it only if its premises are for permanent food sales, it also sells food, and it has notified the municipality (ch. 5 § 5).
• Everything else over 2.25%: Systembolaget only.

The catch is that folköl is defined as beer. A cider is classed as "another fermented alcoholic drink" (made from fruit or berries), so a 3.5% cider cannot be sold in a supermarket the way a 3.5% beer can. For what the grocery chains stock and cost, see our Swedish supermarkets guide.

Age Limits and ID

The Alcohol Act sets three ages (ch. 3 § 7):

Systembolaget explains the gap: 18 is the age of majority, but a lower shop limit would likely push proxy buying (langning) to younger teenagers, and in restaurants staff are legally responsible for not serving visibly drunk guests, which no one controls once a bottle is taken home (Systembolaget FAQ).

Staff will not sell to anyone under 20, anyone who is drunk or under the influence, or when they suspect the drinks are being passed on to someone who may not buy them (sales rules). If the cashier judges that several people are involved in one purchase, everyone may be asked for ID (Systembolaget FAQ). Obtaining alcohol for someone who is not allowed to buy it is prohibited (Alcohol Act ch. 3 § 9).

Systembolaget accepts these documents (accepted ID):

• Passports
• SIS-marked Swedish ID cards and equivalent ID cards from other Nordic countries
• Driving licences from Sweden or another Nordic country
• National ID cards from EU/EEA countries that state your citizenship
• Residence permit cards and LMA cards, as proof of age

The ID must be valid and show a photo that looks like you and your age. Expired ID is not accepted (Systembolaget FAQ), and neither are digital ID cards or photos of your ID (Systembolaget FAQ). Opening Hours

Parliament (the Riksdag) decides Systembolaget's opening hours (why we close). Each store publishes its own times. Two central Stockholm stores, for the week starting 28 September 2026:

Holidays close stores entirely. Systembolaget's 2026 holiday schedule lists closures on 31 October (All Saints' Day), 24, 25 and 26 December, 1 January and 6 January. On 22, 23, 29 and 30 December all stores stay open until at least 19:00, and on New Year's Eve until 15:00.

Sunday opening keeps coming up in parliament; a 2025/26 motion asked for it on the grounds that the stores are closed every Sunday (Riksdag motion 2025/26:573).

Ordering Online: Delivery, Store Pickup and Agents

Wait times come from Systembolaget's delivery-time page. Drinks that Systembolaget does not hold in its own warehouse take longer: up to 8 working days to a store and at least 8 days to an agent or your door.

A few rules worth knowing. Home delivery can only be ordered online, not by phone, email or in a store, and you pay when you order by Swish, direct bank payment, or Visa, Mastercard or American Express (home delivery). You have 7 days to collect a store order, and if you collect for someone else you need both your ID and theirs (store orders). At an agent, another person can collect for you if they are 20 or over and bring ID, your reference number, the control code and your name (agent orders).

Special Orders (Privatimport)

If a drink is not in the range, Systembolaget can ask the seller for a quote on your behalf (privatimport). Registering a request is free, and you only commit when you accept the quote. Handling takes at least two weeks for a Swedish seller and at least eight weeks for a foreign one, and you must pay for and collect the order within 7 days of it arriving in the store.

Paying

All Systembolaget stores and agents accept cash, in Swedish kronor only. Many stores have cash-free tills, but at least one till always takes cash (Systembolaget FAQ). Paying online with Swish requires the Swish app and Mobile BankID (home delivery); our Swish guide explains how to set it up.

Buying at a Brewery, Distillery or Vineyard

A 2025 amendment to the Alcohol Act (2025:299) lets independent producers below set annual production limits apply to their municipality for a farm-sales permit (gårdsförsäljning) (Alcohol Act ch. 5 a). Sales are allowed only to visitors on a paid, educational visit at the production site, and each visitor can buy at most 0.7 litres of spirits, 3 litres of wine, 3 litres of strong beer and 3 litres of other fermented drinks per visit.

Bringing Alcohol Into Sweden

Swedish Customs (Tullverket) requires you to be at least 20, to transport or carry the alcohol yourself, and to bring it for your own or your family's use (Tullverket).

From the EU, the guideline is not a hard cap: if you bring more, for example for a wedding, you must be able to prove with details and documents that it is for personal use. From outside the EU, the tax-free allowance applies only if you have been abroad for at least 20 hours or arrive on a commercial flight; anything above it must be declared to Customs, and you pay customs and excise duty on it. Åland and the Canary Islands are in the EU but outside its tax territory, so alcohol bought there follows the non-EU quantities (Tullverket).
