Quick answer: Sweden grants a permanent residence permit after a set time on a temporary permit, and you normally apply for it together with an extension. Employees need a work permit and work in Sweden for 4 of the past 7 years. Self-employed people need 2 years. Doctoral students need 4 of the past 7 years, or 3 consecutive years on certain permits. Everyone must also show they can support themselves, which in 2026 means at least SEK 6,243 per month left after housing costs for a single adult, and that they can be expected to live a well-behaved life.

The rules come from the Swedish Migration Agency (Migrationsverket). A permanent residence permit has no end date: it stays valid as long as you are resident in Sweden and gives you the right to live and work here.

How Long You Need, by Permit

How long you must have lived in Sweden, how you apply and what you attach all depend on the permit you hold today.

The Maintenance Requirement

You must be able to support yourself through income from employment, from your own business, or from a combination of the two. Several part-time jobs can be added together. Doctoral students may also count a scholarship that their higher education institution has assessed as sufficient to fund their studies.

How much. Your income after tax must be high enough that, once your monthly housing costs are paid, you still have a set amount left for food, clothing, hygiene, telephone, electricity and insurance. In 2026 that amount is SEK 6,243 per month for a single adult.

Which housing costs count:

  • In a rented flat: the rent, plus water and heating if they are not included.
  • In a tenant-owner flat: the fee to the association and the interest on any home loans, plus operating costs that are not included in the fee.
  • In a house: the interest on home loans and necessary operating costs.
  • Repayments of the loan itself are not counted as a housing cost.

For your own application you only have to support yourself, not your family members; the bar is higher when they apply together with you, as described under Family Members below. If you live with other adults, you divide the housing cost by the number of adults and count your share.

It must last. You have to show that you can support yourself for a long time to come. If you do not have a permanent position, Migrationsverket makes an individual assessment of whether the income is reliable. Only the income you actually have when the application is examined counts, not a job or a raise you expect later.

Income that counts:

  • Taxed income from legal employment.
  • Parental benefit or sickness benefit, if you have ongoing employment and the leave is not assessed to be longer than 12 months.
  • Income from your own business, if you own at least half of the company and have decisive responsibility for its operations. Applicants on a self-employment permit must own at least 51 percent.

Income that does not count:

  • A family member's income.
  • Wealth or returns on capital.
  • Unemployment insurance or activity compensation.
  • Grants and scholarships. The exception is a doctoral student's scholarship that the higher education institution has assessed as sufficient to fund the studies.
  • Subsidised employment.

Pensions are not counted as income either, but a person who is entitled to a pension can be exempt from the maintenance requirement. Exemptions also exist for applicants under 18 and for special grounds that are not temporary, such as a permanently reduced ability to work.

The Good Conduct Requirement

You must be expected to live a well-behaved life. Migrationsverket looks at how you have lived so far, including whether you have been convicted or suspected of a crime in Sweden or abroad.

There are no fixed rules on which crimes or sentence lengths block a permit. Less serious crimes and other misconduct can also count, and the agency weighs what happened and how long ago against your reasons for a permit. Only children under 15 are exempt.

The agency reported that stricter good conduct requirements apply from 13 July 2026 to people applying for a residence permit, for example on the grounds of employment or to live with someone.

Employees: What Else Is Checked

The 4 years are not only about time. You must have had, and met the conditions for, a work permit. Your permanent residence request also travels with an extension application, and for the extension Migrationsverket requires that your salary, insurance and other terms of employment have been at least on par with Swedish collective agreements, or in line with practice in your profession, for the whole time you have held a work permit.

The extension has a salary rule of its own. Sweden introduced a new salary requirement for work permits on 1 June 2026: 90 percent of the median salary, currently at least SEK 34,470 per month, with exemptions for certain professions and groups of applicants. If you were granted your permit under the previous rules and apply to extend it between 1 June and 1 December 2026, the earlier level still applies: 80 percent of the median salary, at least SEK 30,640 per month. Extension applications registered with Migrationsverket from 2 December 2026 onwards fall under the new requirement. The details are in our guide to the Swedish work permit rules.

If you are not granted a permanent residence permit, you keep your temporary permit, and you may still be granted an extended work permit if you meet the requirements for one.

Self-Employed Applicants

You must have had, and met the conditions for, a residence permit as a self-employed person, and have run your own business in Sweden for at least 2 years. On top of that:

  • You must support yourself through income from the business, and only taxed income from the business counts.
  • You must own at least 51 percent of the business and have decisive responsibility for it.
  • The business must have realistic plans and stable finances, so that you can be expected to live on its profits for a considerable time.

Doctoral Students

Doctoral students apply through their own permanent residence application. Besides the time requirement in the table, you must plan to live in Sweden, be able to support yourself and meet the good conduct requirement. You attach the university's earlier decision to admit you as a doctoral student and a certificate from your supervisor with the start and end dates of your studies.

For doctoral students Migrationsverket's statistics show that 75% of recently decided cases were decided within 7 months.

Family Members

If a family member has held a residence permit to live with you in Sweden for at least 3 years, they can apply at the same time as you. Migrationsverket decides your application first, and examines theirs only if you are granted a permanent residence permit. Each family member must:

  • have held a residence permit in Sweden for at least 3 years;
  • be able to support themselves, if they are 18 or older;
  • meet the good conduct requirement.

When your family applies at the same time as you, you must also show that your income is sufficient to support yourself and your family, and that you have a home of sufficient size and standard.

A family member who does not qualify can be assessed for a temporary permit and apply again at the next extension.

New rules on immigration due to family ties came into force on 1 October 2026, with stricter requirements for the person in Sweden whom family members wish to join and a higher amount for the maintenance requirement for family immigration. Check Migrationsverket's current pages before a family application.

How to Apply

For employees the route is the extension application described on Migrationsverket's page for employees extending a work permit:

  1. Get the timing right. You can apply no more than 2 months before your current permit expires, and you must apply before it expires.
  2. Your employer starts the extension application in the e-service. The trade union is given the opportunity to comment on the terms of employment.
  3. You fill in your part and indicate that you are also applying for a permanent residence permit.
  4. Attach the documents: passport copies, your employment contract, details of your employer's insurance, a summary of your income from the Swedish Tax Agency for all the years you have worked in Sweden, pay slips for the current year, and certificates of employment from every employer you have had in Sweden.
  5. Pay the fee. It is not refunded if the application is rejected.
  6. Be photographed and fingerprinted for the new residence permit card when the agency contacts you.

If you apply before your current permit expires, you may stay in Sweden and keep working for your employer while you wait. If you apply after it has expired, you have no right to work while you wait, and so you will not meet the maintenance requirement.

Waiting times. For work permit extensions, Migrationsverket's statistics on cases decided in the last 12 months show that 75% of complete applications were decided within 1 month for highly qualified workers and within 4 months for other employments. For incomplete applications the figures were 2 months and 12 months.

After You Get It

  • Validity. The permit is valid for as long as you are resident in Sweden.
  • The card still expires. About 3 months before your permanent residence card runs out, you get a message on My page asking you to book an appointment to be photographed and fingerprinted for a new one. This has been automatic since April 2026.
  • It can be revoked if you are no longer resident in Sweden, have been abroad for a long time, or deliberately gave inaccurate information.

Common Mistakes

  • Applying after the permit has expired. You lose the right to work while waiting and fail the maintenance test.
  • Counting a partner's income or savings. For permanent residence neither counts.
  • Relying on a future job. Only the income you have when the case is examined counts.
  • Forgetting the conditions on past permits. Years in which your work permit conditions were not met can undermine the 4 years.
  • Leaving out employers. You need certificates from every employer you have had in Sweden.

Permanent residence is a step before citizenship, not the same thing. See Swedish citizenship requirements for that, and the Sweden residence permit guide if you are still on your first permit.
